文章分析了宁波市目前尚存在着医养结合政策保障机制不健全、护理康复型床位数供需矛盾突出、健康养老服务专业人才不足等问题。提出借鉴国外先进的健康养老经验,建立健全集日常生活照料、医疗、护理、康复、临终关怀于一体的全程医养结合养老服务模式,从创新医养结合养老服务机制、构建多元化投入保障机制、拓宽医疗机构老年照护服务功能、建立完善医养结合养老服务专业人才培养体系等政策措施。
Abstract：The current paper analyzed some existing problems in integration of medical nursing care and homebased care for elderly service in Ningbo city,including the imperfect safeguard mechanism of integration of medical nursing care and home-based care for elderly service,outstanding contradiction between the supply and demand of medical nursing care beds,shortage of healthy ageing service professionals.It is suggested to establish a whole service model of integration of medical nursing care and home-based care for elderly for combining daily living care,medicine,nursing,recovery and hospice care into one,of which innovating the service mechanism of integration of medical nursing care and home-based care for elderly,building the mechanism of diversification of investment safeguard,opening up elderly care service functions of medical institutions,improving the system of talent cultivation.
